FWIW, apparently the second one is to enable swap _files_ as opposed to
swap _partitions_.

Enabling swap _files_ can't happen until after all the filesystems are
mounted, that's the reason for the "late" second swapon.  If you don't
use swap files, then you're right, just comment it out.
