This incorporates a patch from John Trostel at Connex. 
It adds some more acl functions (as spec.'ed in the withdrawn
posix acl standard).

This does not need to go in 1.0.
(No xfs commands, unsurprisingly, use the new functions or
 the corrected type definition.)
