I think Russell removed these directories cos folks were
complaining about cvs download times (there's lots of
largish gzipped tar files in there).

The quota user code can be fetched from sourceforge now...
I was just checking it in here for the sgi product builds,
and cc'ing the list so that anyone who's interested knows
there's a new version.
