yeah, sorry about that - it got moved in the Great Packaging
Reorg.  I didn't find a good spot for that, so it just ended
up there with a few other odds and ends.  how about if I do
a cmd/xfsmisc/ with this sort of stuff?  (I'm going to need
it for something else later, and the quot.c code that's there
now has been taken up into the new quota utilities, so that'll
go away too).
