Fixes sparc build issue picked up by the Debian sparc build daemon
(really a glibc problem, but we can work around it easily enough -
see build log at http://vore.debian.org/buildlogs/xfsprogs for the
full details).
Also, added in some documentation on the use of quota with XFS.
