This is the consensus reached after some discussions with Andries
Brouwer. Except for the name, BLKBSZSET is identical to BLKGETSIZE
(from userland's perspective anyway) and uses the same ioctl number.
I.e. we maintain binary compatibility, so people won't have to upgrade
their xfs utilities.
