How are you building?  using cmd/attr/Makepkgs does not
install on the build system.

The toplevel Makefile (i.e. the propack Makefile) assumes
a chroot'ed propack build environment and does indeed need
to install the attr rpm, in order to build xfsdump which
depends on it.
