I have not investigated why, but this generates a filesystem image:

mkfs -t xfs -d file,name=/tmp/fred,size=4852k

and this does not

mkfs -t xfs -d file,name=/tmp/fred,size=4851k

so too big for a floppy, but small enough for most other devices.
