Block major 3 (First MFM, RLL and IDE hard disk/CD-ROM interface), not
char major 3 (Pseudo-TTY slaves).  Also the numbers are in hex, not
decimal (everybody gets caught by that one) so it is is block device
3,69 - hdb5.
