None 4k page system fix

I cleaned up the fix for the 8k and 16k page systems and checked it into
the tree.

BUT it does not work on test12.

Actually I'm not sure if the fix is at fault or test12.
Since it works on test11 I'm assuming the problem is with test12 itself.

I'm going to leave this broken for the moment and start working on
updating the tree to test13preWHATEVER, to get up past this Makefile
change.

I'll get back to fixing the Alpha  after that.
