Use the new seq.notrun capability of stress/check
so that xfsdump tests which don't have the needed 
tape drives can be shown as not having being run.

cmd/xfs/stress/common.dump - 1.16
        - Creates the seq.notrun file if the required tape is not specified,
          or not available or not online.
          Also creates fill'ed files with different owners/groups.

cmd/xfs/stress/023 - 1.3
        - Do a listing comparison as well as the recursive diff of contents.
          Previously we only did the ls comparison in 022 but do it for
          files created by stress/src/fill as well.

cmd/xfs/stress/023.out - 1.5
        - Adds listing comparison.
