- Make xfsdump tests part of the auto group.
If no tape device can be mt stat'ed then the output will be faked.

- Get rid of use of getdate(3) and replace by use of strptime(3).
Also add hack to handle daylight savings time.
This was discovered by stress/028 failing when we moved into daylight
savings.

- Added stuff to only do the tape check if required to do so.

- Ensure that no check is made for TAPE_DEV as it does not need it.

- Change the test to do file dumps instead of tape dumps as
an inventory will be created in both cases AND this way
the test will be a lot faster and won't need a tape device
to check if the xfsinvutil is working.
