version 1.19 was released awhile ago. I had a look through
the changelog at the time & there didn't seem to be any
change that would affect the XFS commands at all (was one
uuid related change but couldn't see a way it could affect
xfs-cmds).
It may be worthwhile making the rpm available along with
the other xfs-cmds rpms/tarballs on oss, as was done for
1.18, for people building the tools themselves.
