Hmmm, two things:

1. you need to install e2fsprogs-devel-1.18-5 which you should be able to get
via www.rpmfind.net

2. cd to cmd/xfs and type make 

a make install will actually put the commands out onto your system. After that
you get to make a filesystem - have you used Irix?

mkfs -t xfs -f /dev/xxxx

will do it once you have the commands installed.
