cvs login fails

I have followed the instructions in

    http://oss.sgi.com/projects/xfs/cvs_download.html

but when prompted for the password ( I gave it the password specified) I
get
cvs [login aborted]: connect to oss.sgi.com:2401 failed: Connection
refused

Any ideas as to why this might happen.
