XFS qa test 009 fails due to reservations on a file
not being cleared when the file is re-opened with
O_TRUNC.

Reservations are made with the ioctl XFS_IOC_RESVSP64.

This bug doesn't seem to be affected by providing
"unwritten=0" to mkfs. QA 009 reproduces it reliably.
