you're running a legacy OS, so it's going to have older packages.  You should
probably report the problem to Ubuntu ("LTS" stands for Long Term Support, I
think?)

Anyway, xfsprogs has several build dependencies; libblkid headers is one of
them.  If building it from git is beyond your expertise, you'll need to rely on
your OS/distro support to try to help you here.

If your bug is with the distro version, not the upstream version, you should
file it with the distro bug tracker, not the upstream bug tracker.
