I agree with you about the way project quotas are setup. But the only way 
I can see to do this is to implement a new xfs ioctl. 

We've seen the behaviour with symlinks before but I didn't realize how messed 
it was. Thanks for the patch, I'll get it into the xfsprogs tree.

I should note that the kernel quota code will account for special files created
once the the project is setup. But skipping special files will lead to quota
inconsistencies when setting up project on existing directories that already
contain symlinks, dev nodes etc...
