No.
v2.8.16 didn't change much. First run displayed some additional coments during
phase-7:

resetting inode 1582748 nlinks from 5 to 3
resetting inode 2144576 nlinks from 0 to 1
resetting inode 2144603 nlinks from 0 to 1
resetting inode 2627638 nlinks from 8 to 7

But then, the same c.a. 150 "disconnected inode ???" remain disconnected (and
NOT moved to lost+found, despite comment on xfs_repair output) after xfs_repair
run.
So the problem isn't actually fixed in 2.8.16
