Hmm, this should be fixed in 2.6.17. It was reported, and fixed.
Can you provide a recipe showing the problem please? You should
see EXDEV when attempting a cross-project ID rename(2).

Something similar was reported just after these changes were merged,
and I fixed that, so I'm keen to see an exact step-by-step case where
it is not functioning correctly (please include all xfs_quota, xfs_io
chattr, and mv steps etc in your recipe-to-reproduce - thanks!)
