The same happens on a software raid1 disk mounting with quota, without quota,
and with quota again. The strange thing that dmesg says at mounting without
quota:
Jan 16 19:40:03 top XFS mounting filesystem md1

Jan 16 19:40:03 top Ending clean XFS mount for filesystem: md1
Jan 16 19:40:03 top VFS: Mounted root (xfs filesystem) readonly.
It is remounted as RW later by initscripts and some write operation is done to
modify disk usage. But no quotacheck is performed at next mount with quota
option.
Quotacheck can be initiated at next mount only if the quotaoff tool has been
used during a mount with quota option.
kernel: 2.6.14-gentoo-r5
(quota support enabled, XFS quota is compiled in directly not as a module)
