allows xfsrestore to restore to non-xfs filesystems

This patch seems to return the ability to restore files to a non-xfs
filesystem.
However, I do still get (harmless) warnings like the following as files are
restored:

xfsrestore: restoring non-directory files
xfsrestore: WARNING: path_to_handle of home/noah/tmp/foo failed:Inappropriate
ioctl for device
...
xfsrestore: restore complete: 691 seconds elapsed
xfsrestore: Restore Status: SUCCESS

I just used this patch on xfsdump 2.2.25 so that I could restore onto a JFS
partition. What's holding it up from going into the mainline xfsdump
distribution? Seems to work quite well.
