glibc-2.1.95-mips.rpm is not relocatable package..?

ello,

1.I intend to build a cross glibc for big endian mips target
hosted on my linux x86 machine.

2.I downloaded big endian mips glibc Rpm package from 
ftp://oss.sgi.com/pub/linux/mips/glibc/ 

but this rpm is not relocatable , hence I can't specify 
some other path and it only gets installed in my x86 pc default lib path
and risks overwriting existing native
libraries.

I don't understand how somebody can use it in cross environment..?
correcty me if i am wrong..
