Can not dump the .I files in ipa_keep directory using ir_b2a or w hirl2c

I tried to dump the .I files in the ipa_keep directory using ir_b2a or whirl2c.
Yet it reports:
### Compiler Error during Reading WHIRL file phase:
### Can't read strtab section in intermediate compiler file 1.I
Do I miss something or add some parameters?
