    IPV6 Configuration: Check /proc/sys/net/ipv6/conf/all/disable_ipv6
    
    This config file seems to be more ubiquitous. If this file, does
    not exist, or cannot be opened, then we revert to checking the previous
    file, /proc/net/if_inet6
