pcp-ipcs: small typo fixes, use latest metric names
Fix some small typos in messages and comments, remove some
unused python imports, and mark ipcs test reserved for now
until it is switched over to the metric names now exported
by pmdalinux.

docs: use markdown for README/INSTALL formatting
De-facto standard for these nowadays, and renders much more
clearly and neatly online. In time we can also augment the
README with tidbits like build & coverity scan status, etc.
