As with all things related timezones it depends on a mystic combination of ...
(a) the distribution of drugs taken before a glibc release,
(b) phase of the moon,
(c) time of the year,
(d) selection of bizarre packages installed,
(e) age of QA tester, and
(f) local timezone when a test is run.

So I have no insight into "why" ... sigh.

As Mr Plod says "Move on now, nothing to see here".
