build/rpm/pcp.spec.in: make last change _not_ for SuSE
The XML::TokeParser perl module is not shipped in any RPM for
SuSE (SLES nor OpenSuSE) ... we rely on cpan to deliver this.
So hide the Requires: clause for SuSE builds.
