    libpcp: unlock context before returning
    
    If called in a non-archive context, the context ctxp->lock c_lock is
    never unlocked.

    qa/archives/rattle archive: fix timezone in label records
    
    Was EST-10EST which is NQR, so change to EST-11.  Avoids some otherwise
    apparently random failures on some QA hosts on some months of the year!
