qa/220: remove race on pmcd socket
Test expects pmcd to have exited and in the cleanup procedure used
".../pcp restart" which sometimes failed to start pmcd because the
pmcd socket had not been fully closed from the previous invocation.
Changing to ".../pcp stop" then ".../pcp start" introduces enough
delay to avoid the race, at least on the one platform where this was
failing sporadically.
