That may be a good starting point for licensing policy that covers Qt
*current releases*, but that is not relevant.  The file we have in the
source tree predates the current policy: it is from the qt3 era, and
is thus covered by its self-stated QPL+GPL2.  The qt3 archives served
at the current moment from download.qt.io/archive/qt/3, where the base
QColorDialog code came from, still describe themselves as QPL+GPL2.
