Wait a minute.  You're changing the license terms of preexisting
source files, in some cases almost a decade-long marked with the GPL
and/or QPL.  Do you have any basis to do so on behalf of all the
copyright holders?

ISTM the correct action would be to relabel the overall license of the
library to the "intersection" of the constituent source files' licenses.
