    pmlogconf: remove tool-specific intervals from tool templates

    Logging at the native tool sampling frequencies can result in
    unexpectedly large log files.  This is causing blowout on non-
    compressed pmmgr-managed archivers (the default compression of
    pmlogger_daily managed archives - xz nowadays - is hiding this
    surprisingly effectively, it turns out).

    We will be reworking all of this anyway for finer-grained log
    interval settings shortly - so unless logging just once, just
    go for the default logging interval in pmlogconf/tools.

    Resolves SGI BZ #1118.
