an enabled-by-default localhost (or unix domain) pmcd service more or less
obsoletes the need for local context primary pmlogger, with the added bonus of
localhost live monitoring (e.g. for local pmie etc).

But rather than a new 'pcp-network-enable' service to open the external
interface binding, how about instead we use a pmcd-local service (on by
default), and keep the pmcd service as-is (off by default in Fedora)?
