Hi,
The new rpms for release 3.10.2 were rejected by fedora for EPEL5
because of dependencies on the python-pcp package, which cannot be build
for rhel5 because the python version there is too old.
The following changes address this problem. Please review for
correctness and completeness.
I was able to build RPMS on RHEL5 with no python dependencies and was
also able to build and test RPMS --without-python and --without-python3
on my workstation. Running the python group in qa correctly reported
that all python components were not installed.

- Don't install pyhton components
- Don't Require python-pcp in the RPMs.
