At this stage, it would only work if pmdaroot is run using those
existing facilities that allow PMDAs to run independently to pmcd
(talking to pmcd via inet socket - pmdaroot only makes sense when
run as root of course).

There's lots of other more fundamental work to do to get initial
users of this stuff going that its not a real priority yet - but,
I think it'll be doable if/when we need to.
