    DOMAIN_MAKERULE - tweak boolean logic
    
    rule ends with
        ... || rm -f $@ && false
    which was causing a build failure for every PMDA after a make clean
    and trying to run make from the top of the src tree.  Changed this
    to
        ... || ( rm -f $@ && false )
    to enforce the intended precedence of the || and && operators
