pmdagfs2: Update install script to check for pmcd before install
Additional checking logic in the Install script to check to see if
pmcd is running on the system before attempting to install.

pmdagfs2: Update documentation to improve install instructions
Updated README and the pmdagfs2.1 man page to reflect the need for pmcd
to be started and running in order to successfully be able to install
the PMDA.
