The rpm spec work and review has already mostly been done, see773502 - Review Request: perl-Spreadsheet-read - universal API to read any spreadsheet https://bugzilla.redhat.com/show_bug.cgi?id=773502 There are urls listed in that BZ to the RPM spec and src tarball The problem was all in the end game (in a latter email exchange) - the Fedora and EPEL perl maintenance collective didn't want to maintain yet another perl package when they were actively trying to reduce this, and I didn't want to maintain it either.
