FWIW, the top level GNUmakefile does this...
$(INSTALL) -m 775 -g $(PCP_GROUP) -d $(PCP_RUN_DIR)
As a result, I thought we were covered for all the other package systems
(but admittedly I didn't check anything beyond that level).
