Exercise dbpmda support for ipv4/ipv6 socket open command
Adds tests 531 and 533 which exercise the recently added dbpmda
support for opening (non-unix) socket PMDAs. In doing so, this
also exercises the recent libpcp_pmda additions to support IPv6
sockets.
