    Silently deal with a lack of any server side SSL configuration
    
    This will be a common case, no doubt, so spurious messages in
    pmcd.log will not be helpful (esp. now that pmconfig -L tells
    us whether libpcp support is present).  Also makes several QA
    tests pass once more.
