Change primary pmlogger control from symlink to link
$PCP_TMP_DIR/pmlogger/primary used to be a symbolic link.
This commit makes all the changes necessary to change this to
be a (hard) link to the control file for the primary pmlogger.
The change is motivated by the combination of moving to non-root
execution of many PCP daemons (and pmlogger in particular), and
Ubuntu's security-driven changes that have modified (broken?) the
semantics of how symbolic links behave when created within a
"sticky" directory like $PCP_TMP_DIR/pmlogger
