I think $PCP_DIR is unavoidable ... it is more than a compile-time issue
because at run-time arbitrary PCP apps need to be able to find pcp.conf ...
without $PCP_DIR in the envronment I can't see how to achieve this.
I did notice the Perly bits did not work, but forgot to fix this. I'll
investigate, but Perl is not my long suit (not even close), so if someone else
knows how to fix this easily, please speak up. First problem I can see is
"make install" below src/cpan seems to install _nothing_ and I know the Perl
packaging has been a constant source of frustration across the platforms we're
trying to support.
