With this change I can build pcp4 on Solaris, Darwin 10.6 and Fedora
16. 

Nathan, if you're planing to pull any of the Ken's changes into
mainline dev then consider at least changes to configure.in and
builddefs.in, otherwise just pull changes to INSTALL.
