As of the recent PCP developer's meeting decision, PCP 3.6 will be
released using the current pcp4 branch as the base.
To avoid git confusion, I'm retaining the "pcp4" branch name, but all
the while this branch exists (which is not expected to be long), it is
really the PCP 3.6 release candidate planning branch.

util.c - fix fd leak
After the Coverity changes and/or merge conflict resolution from the
dev to the pcp4 branches, and logreopen (used by __pmRotateLog() and
__pmOpenLog()) contained an fd leak from a dup() call.
This was causing the odd
/etc/init.d/pcp start 2>&1 | tee somefile
hangs seen in QA.
