tztest.c - tidy up in the process of tracking down a bug
Problem ended up to be in the timezone code in libpcp after
multi-threading changes, so changes here are cosmetic.

getpmcdhosts better reporting and error checking
For -D, bracket string values with |'s to highlight leading or trailing
whie space.
For the -b (endian) case, the test was weak and failed for Mac OS X
where od(1) adds white space at the end of the output lines.

The libpcp lock is now made recursive by declaration, not initialization
so there is no lock-lock blocking case in the absence of explicitly
calling PM_INIT_LOCKS().
