(the earlier patch was only committed to my tree, not
dev, so I'll fix that up or revert it or something).

Fetching hinv.cpu.* aborts if cpu indom is not initialized, so always
refresh CLUSTER_STAT prior to refreshing CLUSTER_CPUINFO.
