With PCP 3.5 released, we've been giving some thought to the scope of
work to be attempted for the next major release, tentatively dubbed
"4.0".
I've drafted an initial document that reflects my initial thoughts, and
would encourage others to engage in a discussion on what we should be
adding and removing.

Alongside this I've started making changes in a pcp4 branch of my PCP
source tree ... this is all experimental and intended to be a proof of
concept platform for things where the implications of the proposed
changes are not clear until you've actually done the work and cleaned up
the mess you make in the QA suite.
