Nate, is pmcd running at all?
Try
$ pcp
What about the output from
$ sudo /etc/init.d/pcp start
And finally, sending the contents of /var/log/pcp/pmcd/pmcd.log would
help diagnose why pmcd is not running or not continuing to run.
